Hwange has been declared a new Integrated Provincial Special Economic Zone dedicated to coal beneficiation, with Minister of Finance, Economic Development and Investment Promotion, Professor Mthuli Ncube, presiding over the announcement on Friday.

The declaration positions Hwange, long the anchor of Zimbabwe’s coal mining industry, at the forefront of Government’s drive to add value to the country’s mineral resources rather than export them in raw form. The designation falls under the newly approved Integrated Provincial Special Economic Zones framework, which channels investment into each province according to its comparative economic strengths, and marks a further step in the province-by-province rollout that began with Mashonaland Central earlier this year.

Matabeleland North’s coal endowment, centred on Hwange’s extensive coal seams, has long underpinned the country’s power generation sector and increasingly its ambitions in downstream industries such as coal-to-fertiliser production, liquid fuels and chemicals. The new designation is intended to formalise and accelerate this shift, encouraging investors to move beyond raw coal extraction towards higher-value beneficiation activities that create jobs, retain more value within the local economy and reduce the country’s reliance on imported fertilisers and fuels.

The framework, adopted by Cabinet earlier this year as a strategic instrument to accelerate industrialisation, investment promotion, beneficiation, export growth and employment creation, establishes a network of specialised economic zones distributed across all ten provinces, each structured as a complete industrial ecosystem spanning upstream production, midstream processing, downstream manufacturing, logistics and supporting infrastructure. For Hwange, this ecosystem is expected to be built around coal-based value chains, complementing recent large-scale investment interest in the district, including multimillion-dollar coal beneficiation and coal-to-fertiliser projects already under development in the wider Hwange coal belt.

Government officials have indicated that the incentives attached to Integrated Provincial Special Economic Zone status, including preferential tax treatment and streamlined investment facilitation, are designed to draw further capital into these projects and support the transition of Hwange from a traditional mining town into a more diversified industrial hub. The move also aligns with broader national efforts to reduce fertiliser import costs and strengthen domestic fuel production capacity, both identified as priorities under Vision 2030.

The declaration follows growing momentum around coal beneficiation in the district, with several joint venture projects already granted national project status in recent months. Analysts say formal Special Economic Zone status should help consolidate this investment interest by providing a clearer regulatory and fiscal framework, positioning Hwange as a key pillar in Zimbabwe’s broader industrialisation and beneficiation agenda.
